The double stack is the operationalization of the single principle. Visually: two rectangles with a membrane between them. Conceptually: two distinct decision regimes.
The decision layer is built, deliberated, inherited. Not delegated. It belongs to the sovereign subject — State, company, person — and its content shifts with each era: in 2026 it includes model policy, identity data, algorithmic decisions with public effect.
The execution layer is bought, delegated, replaced. Always with an exit plan. It belongs to the open market and its composition is legitimately changing: clouds, models, frameworks, tools. The condition is reversibility.
The membrane between the two layers is the framework's most valuable asset. The discipline is keeping it sharp when commercial pressure asks to blur it.
